Completely missing

When dealing with antiquarian or collectible books, condition plays a major role in the resale value. Collectors are looking for top quality issues with the least amount of damage. Soiling, staining, binding damage, cover damage, or torn pages would result in a drop in value.
Your 1923 edition of The Blue Book of The Screen published in Hollywood, CA would have a retail value of 35-45USD in good overall condition(normal wear and tear).
Taking into account the missing cover you would be looking at closer to 3-5USD.
If you still had the cover you may have been able to salvage a bit more value, but unfortunately the book is not going to have very much in that kind of condition.
I wish I had better news for you on this piece.
