Based on your description, the vintage American silver plate tea set you mention (c.1930's) in excellent condition, would have an estimated retail value in today's market of $400-$450. Similar sets of the period often sell for less, but the exceptional condition and particular pattern of yours make it special.

Yes, the pattern is "Kingsbury" and polishing will definitely enhance the attractiveness. It is acceptable to polish silver in the antique world, unlike other metals (good question!) Just be sure to use a good silver polish with a soft cloth.
