Your tea/coffee service is American electroplated silver by the firm named "1847 Rogers Bros" where the 1847 is merely a marketing device as this was the date the company was founded. Your piece dates much later as it also bears the mark for the International Silver Co., "I S", which absorbed the Rogers company in 1898. In fact, I believe the correct date range for your set to be mid-20thC.
The tray is plated silver as well. The mark you describe is the usual mark for electroplated (silver over) copper. It is mid-20thC as well.
My research inidcates the current retail values for your set would be:
Coffee pot (9701)- $170
Sugar (9703) -$56
Creamer (9704) -$56
Large Serving Tray - $270
Plated silver has not increased in value at the same rate as sterling silver. Please do not "kill the messenger".
