No. I have talked to a Verizon tech for HOURS and went to the Verizon store 3 times bought a new SIM card but I still can't send or receive text or calls

You need to call your wireless service provider (Verizon) and ask them to test and reset your mobile line, including your smartphone. What are the make and model of your smartphone?

Did you talk to technical support at Verizon, and did you ask them to test and reset your mobile link, including your mobile device? Did they reset your mobile ink?

They did reset the device but I'm unsure if the reset the link

Go to Settings > (Connections) > More Networks > Mobile Networks > Access Point Names and tell me what it says there. It should say Verizon with the radio button selected. When you select Verizon, are the values grayed out?
