I'm having trouble with dialing 911 in Seattle. I can dial

I'm having trouble with dialing 911 in Seattle. I can dial *911 and get a message that it's a bad number. I can dial other numbers that go through. But when I try to dial 911 nothing happens - there is no dialing, no error message, just the dial pad sitting there looking at me. Any ideas? I've talked to Cricket and they say it's not on their end, and I know our 911 is active (it's part of the Smart911 program).
JA: How long have you had your SMART911?
Customer: Just signed up last night and got a confirmation email right away.
JA: Who is your email provider (Gmail, Yahoo, Outlook, etc.)?
Customer: Apple Mail/iCloud server.
JA: How do you usually access your email? On a phone or tablet, or through a web browser?
Customer: At home on the computer via Mail, and on the phone I use Blue Mail.
JA: What troubleshooting have you tried?
Customer: I haven't really tried anything. I've looked at my settings and don't see anything wonky there, so not sure where to begin.
JA: Anything else you want the email expert to know before I connect you?
Customer: Just that having 911 on the mobile is important - had an occasion to use it last night (we weren't in danger) and it wouldn't work.
