If your device will not hold a charge, it could be completely discharged, and this would prevent it from starting up. The problem might be with your charger or with the usb charger cable. You need to get another charger and another cable to eliminate this as a source of the problem. When your device is fully charged, it should turn on and start up normally, just by pressing the power button momentarily.
