its telling me to try again in 16 minutes

my phone froze I turned it off it would not use finger print id and I have forgotten my password

ok, you will have to reset the phone Kelli, it will remove all data from the phone and return it to new but this you cannot avoid. This is the whole reason for the security.

To do the reset

  1. Firstly, hold down the Power key for a short while to turn off the device when the power off option comes on
  2. In the next step press and hold together: Volume Up + Home + Power button for a couple of seconds.
  3. Release held keys when the Samsung Logo appears on the screen.
  4. After that select from Recovery Mode menu "wipe data / factory reset" using Volume buttons to navigate and Power button to confirm.
  5. Choose "Yes -- delete all user data" to confirm the whole operation.
  6. Then select option "reboot system now".
  7. The hard reset has just been performed.

Then you can setup the phone again as new and use it like when you first received it
