this device was reset. to continue, sign in with a google account that was previously synced on this device.... Then I sign in and it just says the same thing again

ok, it appears your not using the account you originally set the phone up with, and this is needed now for the newer Android operating systemDo you recall any other gmail accounts you may have used when setting up the phone?
