First with the banking apps, no it is never advisable to do this. Anything on your phone can be obtain, even if it is a mistake you make (eg: Leaving your phone somewhere). I personally do not bank in a way that requires me to have an app, hence I do not have it installed nor would.
For apps in general, well if you want any good functionality on your phone, then you would need some apps. Just make sure the data you put on your phone is ok for anyone to see. So do not put for example your creditcard number in it, passwords ect. Just make sure it only has data that you would be ok with people seeing if they got their hands onto it.
Its this information thieves need in order to steal your personal data.

Yes you can, as long as its not on your phone your safe. So if you downloaded and installed it, then used it, then uninstalled it, there is no risk here.
It becomes unsafe when you lose the phone or someone has access to it and it has the app or information on it you do not want people to have.
