I have Google play installed on my android phone and when I try to use Google play on my new Kindle Fire, only my phone shows up. How can I add my kindle as a 2nd device in Google Play?

In order to have google play on your Kindle, you would have to have google play installed on it. To do that requires several steps including rooting the kindle and flashing a custom recovery, both of which are somewhat risky and can render the Kindle unusable. However, you do have access to the Amazon Store which offers much of the same content including free content.
Google Play is only compatible with Android operating systems that are approved through the Google Certification process.
