My Kindle Fire HD has been hit with a scam that the FBI is after me for downloading illegal material (which I have not done) and it will be unlocked when I pay a fine of $500.
How do I unblock without paying the fine?

I would reset it to its factory state. To do this, slide down the top menu and tap "More", then "Device" and then reset it to factory defaults. Once you do this, you'll have to reconnect to your wifi, re-register it to your Amazon account, but then you'll be free to download any of your previous purchases.
