The symptoms you describe lean towards a potential pump failure,control valve problem, or excessive internal leakage Requiring disassembly for further inspection and repair. Perform a 2000 hour service that includes draining all fluids and changing all filters. The purpose of this is also to inspect the condition of the oil that is drained as well as looking for any signs of metal or other trash and debris that would confirm internal mechanical problems and failure existing. Check the suction screen to see if it is plugged for of trash and debris from internal problems. If this is clean, be sure to check your control valve and your drop rate adjustment valve for any damage or other trash and debris that would cause them to malfunction. It would also be a good idea to have the pressures tested and confirmed whether or not they are within the factory specifications for your model tractor covered in your tractors service book. All of that goes in line with what I initially said. Check your pump drive coupling driven off the front of your crankshaft and those pumps are known for the plungers stick ultimately causing a pump failure.
