The pto clutch, engaged by the solenoid, is likely burned from the load of the cutter when it stopped. It does not take much slipping before the plates are damaged. See the parts link below.
24 is the pto clutch.

Hello Curtis so you think possible solenoid is burnt out and clutch pack bad also. Or just check solenoid first. The solenoid does click. Can you replace clutch pack by pulling that rear housing out.

I think solenoid is working, or the pto clutch would not work. Without slipping, I thik the inner plates are burned.
