The pto clutch, engaged by the solenoid, is likely burned from the load of the cutter when it stopped. It does not take much slipping before the plates are damaged. See the parts link below.
24 is the pto clutch.
I think solenoid is working, or the pto clutch would not work. Without slipping, I thik the inner plates are burned.
