Will it roll in freewheel? Is the top pulley turning on the transmission when the engine is running, viewed from under the fender? Has either of the rear wheels been off?

If fan is moving , the pulley is moving. You say it will roll in freewheel? And tire has not been off to have flat repaired. If freewheel is in the run position, does mower roll, it should not.
Yes, the rod/lever in the back is the freewheel lever.
OK, follow the rod to the transmission lever and be sure that when the rod is in, that the lever has moved its full travel. The mower should not roll with the lever in. # 6 in the link below.
Look at the axle ends where they go thru the rear wheels, with the transmission in drive, see if either axle is turning in the wheel.
Makes no sense. Was working when parked, and now will do nothing. Transmission fan and pulley is moving on the input shaft, and freewheel works, but does not engage when pushed in. Has to be freewheel problem. But fi the freewheel lever is moving, then the problem has to internal to the transmission.
No, this part is all mechanical. No electrical involved.
