Deere uses two types of controls for the 5310. One is cable operated, the other is linkage. Look at your pto operating lever and follow it to the lever on the transmission housing. Remove the linkage or cable and see if you can shift the pto in and out of gear, using the lever. If you can, either the cable is bad, or out of adjustment, same with th elinkage type. Cabe type shown in link below,
