JD 400 backhoe loader tractor, rear axle sliding out, broken? or retention? How big a job to get to problem, pretty obvious axle housing must come off any advice?

See # 23 and 24 in the link above. This bolt and retainer is what keeps the axle shaft from coming out. The housing has to be removed from the center housing to get at t and remove the axle shaft.
