ClutchHousing should have a drain hole in the bottom of it, no large buildup of rust or water should occur, if there is/was water in the housing, the drain is plugged and needs to be opened. Usually there is a cotter pin loose in the hole so any movement of the pin keeps the hole open.

It can cause clutch to slip and if it had water in it, rust can form and keep clutch pressure plate from fully pressuring the flywheel.
