Did it quit under use? If you raise both rear wheels and turn one, does the other turn in opposite direction? If it does, axles and rear end are good.
So brakes are not locked, and rear end and axles check out, and hydrostat seem to work, but unit will not roll.??
Mowers hould have freewheel lever to pull and let mower roll,does it do anything?
I don't find any other lever listed in the parts list or my basic manual. It may not have anything else. That makes it seem like the hydrostat is not sending the power to the rear axle. But that doesn't explain why it won't roll.
It looks to me like the hydrostat needs to be separated from the rear end. The mating gear between the two may be broken.
Gear is replaceable, if it turns out to be broken. As for lines, if they are not in the way, you can leave them.
Deere has online parts books. Here is link, all you need to do is input model and pick the 318 mower model. Before your done, I Expect you will have transmission and rear end out of the mower.
