I have a Deere 6400 Tractor and the problem I have is that

I have a John Deere 6400 Tractor and the problem I have is that the PTO has no power.
Example- When connected to 8' disc mower, when I engage the PTO, the PTO turns on and even speeds up when throttle is increased. But when I enter into some hay the disc mower slows way down and doesn't cut. It doesn't come to complete stop, but barely turning.
Tractor has new Hy-Gard Trans oil and filters.
Was working fine when brush hog mowing one day, then didn't work the next day.
Is there a sensor that could be bad? (Obviously want to check easiest and cheapest things 1st) or does it sound like PTO clutch problem, or ?

good morning my name is ***** ***** ill do what I can to help out. Are you coffindent the issue is with the tractor and not in the slip clutch of the mower?

can you do pressure check on the PTO modulating valve if I send you the procedure?

either the modulating valve is stuck

the pto coil and valve had failed

or.... the pto clutch itself has failed
