Power steering cylinder has internal leakage. Figure out which line should be pressure as you turn in one direction, and remove the opposite hose on the cylinder, then turn the wheel and see if oil pours out the open hole. If it does cylinder is bad. On a two cylinder system, if oil comes out the removed hose, the opposite cylinder is the leaker!
