How do you kill the engine? Does it shutoff with key, or just with bringing throttle back to off position? The injection pump is in the off position, that's why no fuel to the injector nozzles. Looking at the parts list, it is unclear if the injection pump has the built in fuel shutoff solenoid. It would have two electrical connections on the injection pump upper cover, and would have battery voltage when the keyswitch is on. If it kills with throttle, the inner linkage is stuck in the no fuel position.
