Do you get any indication that you have voltage to the key switch?

Does anything work? Glow plugs?

Do you have a voltmeter to check voltages? Have you tried to jump the starter solenoid to see if engine will crank?

have voltage to key switch, new battery, had starter tested, reinstalled jumped starter and it would turn over but would not light off, no glow plug light when you try to start

Safety switches would not keep glow plug from coming on.

How did problem show? When did it last run? No evidence of rodent chewing under the dash? Everything starts at the keyswitch, have you tested the switch?

I'm think broken or damaged wire in the harness, near the key switch. The glow plug relay and other relays are all at dash. You have looked for obvious damage?

Try following the glow plug wires back to the keyswitch and see if you can find why glow plug is not getting power, Find it and the rest will be related!

Use wire colors to trace. Or work from the starter switch terminal n solenoid, back to keyswitch.

Do you have a diagram or picture of where glow plug is on engine?

Glow plugs are right next to the injectors, at cylinder head, all tied together with a common connetion.

Did you check all the fuses for power on both sides?
