Does the clutch seem to work when it engages the drum? The drum will not rotate when tractor is pulled, It should turn with the engine when it is running, clutch should tie the engine ti the transmission.

Have you raised both rear wheels and turned one wheel by hand? Does the other wheel turn in opposite direction? If axles and differential are good, it should. If not, you have a broken axle shaft or broken pinion carrier.
