The return line from the injection pump is plugged with debris. The fitting in the injection pump cover is a check valve, it is usually where the restriction is, but it can be anywhere in the return line from injection pump to the fuel tank return. If the return check valve is plugged and it continues to plug with coffee ground looking debris, the governor in the injection pump is failing and will need to be rebuilt or replaced. Foe light use tractor, the return check valve can be replaced with regular fitting, that will not plug as easily.
