i have replaced the injector pump,bled the lines it still will only run at full throttle!!

Injection pump has link that attaches to the governor. Is this link attached? Is the governor linkage free and the governor weights not damaged? The governor is what has to control the speed!

If you remove the link, will engine idle down? Seems to me, that the governor is not working. It has to have problem. Does the governor link move or is it stuck?

when i throttle it down it goes dead wont idle down.

Ok, I miss-understood. I thought it would not come down, ran at high speed only. So it will throttle up, it just will not idle ? Why was injectors rebuilt, same problem? That makes it a governor problem for sure. Have you had the governor section apart?

put a new pump on it have not replaced the injectors.

Sorry, I meant pump, not injectors. I think you need to go into the governor section.
