kubota bx2350 pto not engaging. It causes tiller to spin but no power when lowering implement to ground for use.

Tractor has a hydraulic clutch to engage the pto. Has pto been working and now has gone to slipping? How did it develop? All at once , or get worse with time?

all at once. I just checked the transmission fluid and it appears to be low. not showing up on the stick. Could this be the problem?

yes, it has to have fluid to engage the pto clutch.

the pto's problem could still be related to low fluid?

Possible low fluid, start there. The pto is manually engaged with the lever, it has to be going into gear or the shaft would not turn. That only leaves the pto clutch as problem. It is internal and the transmission has to be dis-assembled to get at it.
