I purchased a Sabre by John Deere in 2001 42" cutting deck.

I purchased a Sabre by John Deere in 2001 42" cutting deck. There is a 20 AMP fuse in front of the firewall. This fuse blows as soon as you try to start the engine.
What is this fuse connected to and why would it be blowing

It blows because there is a short! Does it blow as soon as key is turned on? (check fuel solenoid in carburetor and voltage regulator,)or when key is turned to start? ( starter solenoid)
