The ball bearings in the worm gear are falling out and locking up the steering gear. Remove the drive shaft from the steering wheel, and raise the front end, turn the gear manually and see if you feel the gear locking up. That would be the most common failure on this steering system. The balls in the sector, or the end bearings for the worm gear. Either way, the gear has to be removed for repair.
