My Boomer 2030 stops running, frequently when going up hill

My Boomer 2030 stops running, frequently when going up hill with less than a full fuel tank. When I look at the fuel filter glass it is half full. I have just recently changed the filter. Is this evidence that there is not a free flow of fuel to the filter bowl? If it is bad fuel, are there ways of cleaning the tank short of taking it off? Will simply adding fuel treatment solve the problem.

I have a couple questions to help me understand problem a little better hope you don't mind.
After engine dies does it start right back up or do you need to bleed it?
Did filter half empty after you bleed system?
When you changed fuel filter did you change all o-rings and seals?
Does any lights come on before it dies?
