You say won't turn? You mean they don't turn so you can steer unit?

Do you have fluid to the steering cylinder? Cylinder can be leaking internally and will not turn the wheels.
koboma :
I assume this is the two wheel drive model, no front wheel drive.
koboma :
If you raise front enf of the ground, can you manually move the wheels.? If steering cylinder is good, wheels should not turn.

yes cannot turn i was looking for a place to put steering fluid but did not see one i thought maybe it ran off of transmission hydraulic fluid attached to the transmission also i just ordered a service manual for it

also yes it is two wheel drive and i will try picking up the front end and see if that works

It uses the transmission fluid as oil for the steering. Is the steering wheel free wheeling or does it have resistance?

resistance also i did put a gallon of oil in it so it is full

we figured it out all it was a dirty filter and screen that goes on the filter thanks anyway
