Hi my name is Dan I will try to help. You are on the right path. Using a test light or digital meter check for power ( 12v) with your ignition switch on coming from the forward and reverse switches to signal your solenoids. If no then check your wiring and fuses. If there is power than try swapping two solenoids to see if the problem moves or it makes a difference. However, you should check your transmission oil/filter/strainer for signs of metal/debris that would indicate a pump or other internal problems such as excessive internal leakage or worn/broken internal components.
