Line 37 is correct, however, as the IRS indicated that they did not have a return for you on file, this is likely why you got the rejection. If you sent in the 2017 forms within the last 3 weeks, it is likely that the information is not in the IRS database yet. Try entering zero and see if that will take. I have read that in some cases when a person did not file a 2017 tax return, entering 0 as the AGI worked.

If the e-file was rejected, you can resubmit the form. If you e-filed, there is no reason to mail the forms. If you can't get the efile to be accepted, then you can mail the forms. You should be able to print the forms and mail them. What instructions are yo referring to...? The address...? If so, what state are you in? Will you be making a payment with the return?
