why do boat captains have the authority to marry people if they are on a boat?
There was an old legend that said that captains had the right to perform weddings because on their ship they are the law of the land. However this is untrue, unless a captain has some sort of licence (ie in Florida a notary can perform marriage ceremonies) then he cannot perform a legal marraige.
