Hello and welcome to Justanswer!

A hydraulic issue can definitely prevent the top from moving. Whether the pump has failed or there is a leak, the pump motor can continue to run and the top not move.

You do hear the pump continue to run yet the top doesn't move?

Has the fluid level been checked or a leak seen?
