Why would I lose my brake power when ac is on in my 2003

Why would I lose my brake power when ac is on in my 2003 Jetta? Brakes work fine when ac is off but car will barely stop when it's on.
JA: Have you checked the Freon level?
Customer: Yes. It's fine. AC works and is cooling.
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: Yes, hoping to fix myself. Haven't tried of anything yet. Have never heard of this. Brakes and rotors recently replaced. This occurred before they were changed and its still happening
JA: Anything else you think the mechanic should know?
Customer: There is a slight vibration coming from the passenger side dash board.

I have seen this before and it is usually the brake booster vacuum pump, or the brake booster itself.

Brake booster vacuum pump? Do you mean check valve? I thought the brake booster and vacuum pump were two separate things.

Is this the 1.8 turbo engine?
