Ok, if you have not done so, you will need to remove any trim to expose the lock cylinder. Somewhere on the lock cylinder housing near the base of it should be a small hole, about 1/8" diameter. This is the release hole. Normally you turn the key to ACC and use an awl to push the release pin and pull out the cylinder.
Since you cannot do that, you will need to use a drill bit that just fits inside the hole and drill out the release pin. Then install the new lock cylinder which comes with new release pin.
