Customer: the car stopped running, thought it was a fuel pump, but no. popped timing belt covers and engine turns over but timing belt is not turinng

Either your timing belt tensioner failed, timing belt loose or off crank sprocket. Or you sheared the key way on the crank spocket.

i was able to access the belt from the top, it still has tension on it, and is still intact, my question is since this is an interference engine, could there have been worse damage done. i was thinking that maybe the teeth chewed off the belt on the crack pulley

Yes you could have bent valves. If it broke while running.

You still may have bent valves. put a new belt on and see how it runs. you will know right away. Replacing a timing belt is alot easier than cylinder head work.

is there any way to find out or test it before putting a new timing belt on it

you cannot do a leak down or compression test, because the belt is not moving. If you have a bore scope you could remove spark plugs and look with the camera at the top of pistons and valves. You could remove valve covers and see if any valves are stuck down farther that the rest. You could also remove intake manifold and exhaust manifold and look at the valves.
