Same problem. 2004 Jetta 2.0 and engine coolant fan won't shut off after a while

More then likely you have a issue with the fan control module located under the battery tray better seen from the bottom of the vehicle also make sure there are no shorted out or melted fuses in the black fuse box on top of the battery . I hope this helps.
