2009 VW jetta sedan. Low beam headlights are not working. Both bulbs have been replaced. There was a burnt out bulb. A technician replaced the wrong bulb recently and may have shorted it. After that both low beam lights out. I cannot find the fuse

check in the engine bay, and let me know if your fuse panel has 28 or 52 fuses, so I can look up the location
