Do the motors that move those wings move at all? Are they plugged in? VW eliminated those wings on later models as they created too many problems. At the dealership level we removed the wings, but left the motors in place so they could run their pattern and not set a fault.
This system is complex and has a number of sensors for positions of various parts, like the latches, those motors, the top's hydraulic cylinders, etc. It's best diagnosed with a scan tool that can read the data blocks and compare those to normal readings. We keep a book at the dealership with all this data.
