Yes have a 2000 golf you turn the switch on and it will not let you get to the starting point, lights stay on in the dash when key is removed

When you go ahead and crank the vehicle do you have power to the 1 pin connector on the starter solenoid ?? you are supposed to get 12 volts there while cranking .
