Pull the distributor cap and put the engine at tdc, the center of the rotor should line up with the mark on the surface of the distributor that contacts the distributor cap when it's installed. Additionally, too much slack in the timing belt can cause this code and it can also set if the vehicle is running poorly. Let me know what you find.

Was the fault there before you did the belt? I understand marks line up by hand cranking, misfires and improper tension can cause this. The line on the distributor lines up as well?

VW doesn't use fuel pressure tests, the procedure requires a fuel pressure guage with a shutoff valve in front of it, you close the valve until the gauge reads 44 psi and then operate the pump for exactly 30 seconds and then measure the amount of fuel outputted in ccs and it shoyld be between 450 and 600 cc.

The fuel pump relay is not involved in the hall sender, it gets power directly from the fuse box an the other two wires go to the engine computer.

I DO NOT HAVE THE TYPE OF TESTER YOU MENTIONED BUT COULD PROBABLY PUT SOMETHING TOGETHER THAT WOULD WORK

Ahhh, don't use the flywheel mark, it's almost never right, if somebody does a clutch job and doesn't reinstall the flywheel and pressure plate right it'll be way off. Use the mark on the crank pulley and timing cover.

Yup, never use that mark, the damper always works on these, they don't slip on VWs. Glad we got it figured out.
