caravelle: Year 2002..one of my back tire don;t roll..hand-brake

My volkswagen T4 Caravelli Year 2002 , the question goes thus, one of my back tire don;t roll even while the hand-brake is release, sometimes its fraustrating, Pls i need help on what to do to resolve the problem. Thanks alot.
