The relay you are looking for is call "Park/Neutral Position Relay" located in Fuse Relay Panel. I attached for you troubleshooting chart from VW. Please let me know if you any else information.

Hi Andy, I already did a voltage check. no Voltage at ignation wire to field terminal end of the wire. few weeks ago we already replace starter asembly. ignation swicth asembly was also replace but no voltage yet at end of ign,wire. If I turnend on the ingation and manual start at the starter it will start every time
