99 vw jetta 2.0l is overheating has new thermostat, and fan switch,    fans never come on i verified power and they work properly, upper hose is hot hot and bottom cold is it the radiator

Then you have a bad waterpump most likely. Remove the small upper coolant bottle hose and hold it over the open bottle while a friend starts the car and holds the RPM at 2000. If you don't have a good steady flow from that hose at all times then the waterpump is bad and needs to be replaced. It's run by the timing belt, I'd replace that too while you're at it.
