The lower seat frame is broken. There is supposed to be a ratcheting mechanism to allow you to move the seat up and down- unless you are talking about the way it pops up and forward when you release the backrest to tilt it forward? In that case there is a latch in the upper backrest and a catch rod in the lower base, and a secondary latch in the base that allows it to pop forward for easy access. Again, it's usually necessary to replace the seat base frame. You swap the seat cover and cushion across, and unbolt the backrest and transfer it across
