The headlights on my 2004 XC90 will not turn on. I've checked the bulbs and the fuses.
One low beam is burned out. Others seem fine.

No lights at all other than the fog lamps.
Lights worked fine until last night.

When you replaced the low beam that was bad is it working now and do the high beams work and is the DRL light on?

I did not replace the low beam yet. The high beams do not work.

Ok there is a very good chance both bulbs are bad see this more times then you would ever think and need to start there regardless this is the cheapest option as well.I would start here next .

Replacing the low beams did nothing.

Ok with the headlight switch on check for poor to the headlights at the connector .It very well can just be a blown fuse or a bad headlight switch this is the next step let me know what you find.
