I've looked at the inspection manual for a 1995 FL6 and I can't see any reference to steering column adjustment or anything in the diagrams that resembles one.

On the more modern Volvo's there is a little extra pedal up and left of the clutch pedal or where it would be if an I-shift.

The FL7 and FL10 did have column adjustment, I link you the video so you can see what adjustment was back in the era, if you don't have any of thee options present then I would say not unfortunately.
