Hello and welcome to JustAnswer!

If you've lost both the high and low beam, fuses are good and the bulbs have been replaced then odds are you have a wiring issue. If the issue is on the positive side then you would have to have two open circuits if it was a wiring issue, but a loss of ground would take out both bulbs.

The first thing that needs to be done is determine if it's power or ground you're missing at the bulbs. Has this been done?
