We just bought a 2003 xc90 for our son. The radio and nav were dead when we bought it. after reading a little I checked the module under the passenger seat and found one plug unplugged and had a broken wire. Could that be the culprit?

Yes the broken wire is more then likely the cause of the problem

It appears that the wire corroded apart from the connector. I am guessing a good electrical shop can reinstall the connector. Do you know what devices are connected to that module?

I'm not for sure but can find out and yes an shop would be able to fix
